**The goal**

The aim of this proposal is swap Shiden Network lease preiods between `2007` and `2120` parachain ids. Both owned by Astar Network team.

**Description**

Democracy proposal created because of limitation for `registrar:swap()` function: when both lease periods is ongoing it's impossible to call swap from general account.

As workaround the `sudo` call for lease swap can be used.
