Runtime Upgrade 1502 - Moonriver Network

The Moonriver Council proposes to upgrade the Moonriver's runtime to version 1502.
This upgrade will include the Runtime 1500 change proposal along with the below 2 fixes.

Important updates:

• Pending revoke/decrease delegations will not receive rewards from staking anymore (#1408)

• Add EIP2612 (Permit) for ERC20/XC20 precompiles (#1429)
  Among many other use cases, protocols can now support gasless transactions.

• Implement pallet orbiters (#1374)
  This change is preparing the introduction of the Orbiter program. A program meant to support the community and further decentralize the network.
