Development of a repository of polkadot error codes, their meaning and the action required by them.

I am proposing this Tip to Vega_life aka ccris02 on Riot for developing a repo to store errors and other output displayed by the polkadot binary. He also provides an easy to understand description of the problem and recommended actions (if applicable).

Quite often validator operators would post queries on Riot relating to errors that they've noticed on their nodes. Example:

At times and in this particular case the error doesn't require any further action by the operator but this is only discovered after consultation.

This repo aids node operators to search for the error that they're presented with and quickly discover the recommended action. Others can also contribute as-to aid with the continued growth of the repository.
