EDIT: incorrect threshold - this will do nothing

My error was that I was specifying the ending period for duration, when duration specifies the starting period - I had specified 72000 (5 days), but the ending period is already hardcoded to 5 days onchain - I am now specifying 27000 (45 hours [2 days - 3 hours for randomness]) as should have been specified in the original motion.
