Skalman is working as a researcher at the Web3 Foundation. He wrote a document outlining his involvement with Polkadot and contributions he has done over the years: https://hackmd.io/@andresilva/SJaGOTDza
Given his contributions I'm supporting him to join the fellowship and be directly promoted to rank I.

Hi all 👋I’m Bradley Olson.
I’ve been involved with Polkadot for about nine months now, beginning as a student at the first Polkadot Blockchain Academy. After graduating from the academy I secured a role on the Parachains Core team at Parity seven months ago.
So far, I’ve been very excited to contribute to Polkadot by helping push parachains protocol disputes towards a feature complete state. Moving forward I’ll be helping with asynchronous backing.
My biggest contributions:

Educational content:
Working on a blog to cover my additions to the Polkadot Parachains Protocol
I want to apply for rank 1.
