# Referendum 664 Root Track Fix

- **What it is:** A plan to unstick Referendum 664, which is stuck in a queue on Kusama.
- **The problem:** A counter says one referendum is "deciding," but none really is. So 664 can never start.
- **The fix:** Use a special "whitelisted" shortcut to run one small command that moves 664 into deciding.
- **Why not the normal way:** A normal Root referendum would get stuck behind 664 and never start either.
- **Tested:** Yes. It was tried on a copy of the real Kusama chain, and it worked.
- **How to check:** Paste a code number into Polkadot.js Apps to see it turn into the right command.
- **Also noticed:** Another track has the same off-by-one bug, but it isn't causing problems, so this plan leaves it alone.

- Removed "retro active funding"
- Made the list of files to be checked clear
- Made the project cheaper — 44.72% less KSM than before

## Cost

- Asking for **39,330 USD**
- That is **9,523 KSM** (was 17,225 KSM before)

## How the money is used

- Trusted setup: 20 hours
- Code review by ZK expert: 90 hours
- Bug fixes: 150 hours

## Future plans

- No more money will be asked for UI work
- A small fee (0.5%) on transactions will pay for future work
- 7 themes added so users have more choices

## Goal

To bring audited privacy tools to Kusama!

Kusama Shield Audit revised - v2

## Kusama Referendum to Deregister ParaId 2270

- This is a **Kusama vote** called a "Root referendum."
- It would **remove a dead parachain** called ParaId 2270.
- A parachain is like a **separate chain connected to Kusama**.
- That parachain **stopped working long ago**, so it cannot fix itself.
- The **only way to remove it is through Kusama's Root track**.
- Removing it **frees up 235.468 KSM** that was locked as a deposit.
- The KSM **is not new money** — it already exists and just becomes usable.
- The vote **needs a deposit of 3,333.33 KSM** to start, which is returned later.

# Kusama Asset Hub Collator Referendum

This is a vote about who helps run **Kusama Asset Hub**, a system chain.

- The plan is to change the list of special helpers called **invulnerable collators**.
- Asset Hub is called a **Tier-1** chain, which means it is very important.
- It will have **8 community-funded invulnerable collators**.
- It will have **4 permissionless collator slots**.
- **2 new collators** are being added: MegaTron / Eric and DPSTK / Dapestake.
- **3 old collators** are being removed.
- **6 collators** are staying on the list.
- The goal is to pick helpers who are reliable and fair.

# Birdbrain Attendance Bounty (Kusama)

**Birdbrain** is a community on Kreivo, a Kusama blockchain. It is asking Kusama's treasury for **8 KSM** to pay for community memberships. Birdbrain holds open video calls every Monday called **Chaos Sessions**. People who show up can join the community on-chain.

- **What the money is for:** Each membership costs about 0.3 KSM. The 8 KSM would pay for about 25 memberships. Nobody gets paid in cash.
- **How someone gets a membership funded:** They must sign in with their own passkey, be seen in the call, and appear in a public list called a **Merkle root**. The root is written on the Kusama chain before any money is spent.
- **One person, one membership:** The rule checks that the same person is not paid twice, even if they use multiple accounts. This is the part most systems miss.
- **A reset is coming first:** Right now 15 known people hold **37 memberships** because of testing mistakes. All 37 will be burned and rebuilt at one per person.
- **Who runs it:** A curator account named **Birdbrain**. The curator fee is **zero**, and the money goes to a community account that no single person controls.
- **Built to be checked:** Anyone can rerun the checker using public code on GitHub and the on-chain record. The organizer calls it **falsifiable, not trustless**.
- **Why Kusama should care:** If it works, it could be reused for other bounties, like paying for conference attendance or moderation. If it fails, it fails in public for 8 KSM.
- **Small risk:** The treasury risks 8 KSM. Birdbrain risks about 0.25 KSM in refundable deposits. The whole process was already tested on a copy of the chain.

# Kusama System Parachain Collator Funding Top-Up

- Kusama wants to give more money to help run small computer helpers called "collators."
- This money will pay for seven months, from July 2026 to January 2027.
- It will pay for 30 helpers on five different Kusama projects.
- It will also pay 3 people to watch over the work and pay for computers and internet.
- The total cost is about $60,725, which is about 17,262 KSM.
- They need this money sooner than planned because KSM is worth less now.
- The plan is the same as before, and nothing costs more than last time.

# Kusama Shield Audit

Kusama Shield is a project that keeps people's digital money safe and private on Kusama, Polkadot, and Paseo.

- The project is one of the first to use special "Zero Knowledge" tech on the network.
- It was paid for by the community's treasury.
- The team now needs a security expert to check their code, because real people's money is involved.
- They are asking the community to pay about 56,605 US dollars for this safety check.
- There is only one step (milestone) in this plan.
- The team says their price is much lower than other similar audits.
- People have already used it: about 4,000 to 5,000 private transactions on Paseo, and around 200 on Polkadot.
- Two earlier proposals were liked by the community, with 99% and 89% voting yes.

- dotID wants to be the boss of `.id` usernames on Kusama.
- This already happened on Polkadot, and now it's asked for Kusama.
- dotID helps people manage their online identity without charging money.
- It checks social accounts, email, and gives special badges.
- It also watches for fake or bad identities.
- `.id` usernames are like readable name tags for people.
- This won't change other usernames like `.dot`.
- No one is forced to get a `.id` username.

- Kusama validator set will shrink from 1000 to 700.
- This is the first step in a plan to possibly go down to 120 validators.
- The change matches Kusama's current need for only 700 validators.
- It helps validators who struggle to earn enough running a single validator.
- No more steps will happen until after this change is studied.
- This vote does not commit to future reductions, only this one.

Validator set reduction to 700

- Bifrost borrowed 50,000 KSM and earned 3,637.98 KSM in interest.
- The interest will be paid back to the Kusama Treasury by June 23, 2026.
- Bifrost wants to borrow the same 50,000 KSM again for another 18 months.
- The new interest rate will be about 2% each year.
- Half of the KSM will be used for staking, and half for trading pairs.
- Bifrost has paid back over 8,000 KSM to the Treasury in previous loans.

- Subscan is a tool that helps people see what happens on Kusama and Polkadot networks.
- It asks for money to pay for computer servers it already used for 6 months in 2025.
- The total request is $141,624, which will be turned into KSM coins.
- Subscan kept its services running really well, with almost no downtime.
- It paid for all extra work itself, so the Treasury only pays for basic costs.
- Past proposals show this is a normal way Subscan asks for payment.

Runtime Upgrade 2.3

A proposal requests $65,724 to continue the Public RPC Provider service for Kusama for one year. It covers a previous tender period and the upcoming one. A GeoDNS system would connect users to the nearest available provider. Users can still connect directly to any provider.

- Encointer is a special part of Kusama that helps prove people are real online and lets communities create their own money.
- This request is for money to keep Encointer running for 9 months, like paying for computers and websites.
- Before October 2025, just as many people used Encointer as another important part of Kusama called Asset Hub.
- Encointer helps real people in places like Tanzania and Nigeria by making local money and using solar power for computers.
- The money will pay for important things like computers that make blocks, public websites, and tools to see how the system works.
- This does not pay for making new features or growing the community, just keeping it running.
- Encointer has won awards and helped start new businesses in Africa.
- The team has gotten money from Kusama before to keep things going.
