PolkaTalent is a new project by Kunveno and Virto, creators of Kreivo. It is part of the work3spaces vision, a decentralized marketplace to connect freelancers with companies. The project aims to help freelance professionals in Web3. They are recruiting Web3 freelance developers for early user journey interviews to design intuitive UX flows. PolkaTalent: Recruiting Web3 freelance devs for early user journey interviews

Kusama Fellowship Referenda 97 is a proposal to increase the parachain validator set size from 600 to 700, keeping the maximum backing group size at 5. This change will increase the total number of usable cores to 140. The proposal also updates the setNDelayTranches from 257 to 299 to maintain the number of assignments per candidate at around 2.33. The justification for this parameter can be found in the ELVES paper and a discussion on the Polkadot SDK GitHub page.

This referenda increases the parachain validator set size from 600 to 700. The maximum backing group size is kept to 5, so the total number of usable cores increases to 140.

[Whitelisted Caller] Increasing max_validators to 700

We want to move Youdle DAO's money to a safer place called Kusama Treasury. The people who control the money now, Invarch team, have made some bad choices with the money before. They moved a lot of ASTAR money without telling anyone. People are worried and want to know what's going on, but the team doesn't give clear answers. 

To keep the money safe, we should move the rest of the money (400 KSM) to Kusama, where it can be managed better. Later, we will give the money back to Youdle DAO in a way that everyone can see and trust. We hope everyone will agree with this plan to keep the DAO's money safe.

Here are some examples of why we don't trust the Invarch team:
- They moved money to a place called CEX without a good reason.
- They were supposed to share Pink tokens with the community, but they gave a lot to their own founder instead.
- They launched a new token called VARCH, and people who bought it lost a lot of money.
- They didn't give all the KSM tokens they promised.
- They shut down a project called Tinkernet and gave people VARCH tokens instead, which turned out to be bad too.

TimedOut

To prevent potential mismanagement of Youdle DAO treasury funds, we propose temporarily transferring these assets to the Kusama Treasury, which is now the safest option.
Rationale:
The Invarch team, which currently controls the funds, has a history of questionable financial decisions, including the transfer of more than 200K ASTAR from the DAO to a CEX without transparency.
Community members have raised concerns and asked questions about fund management, but the team has not provided clear answers.
To ensure responsible management, these remaining funds (400 KSM) should be safeguarded under Kusama governance.
Next Steps:
The funds will later be returned to Youdle DAO holders through a transparent and verifiable process.

Secure Funds 

This is a Request for Proposals (RFP) for a project to create a shielded Kusama Hub transfer system. The prize pool is $43,000, with a Finder's Fee of $2,000 and Supervisors' fee of $5,000. The project timeline starts on March 17 and ends on July 31, pending the Kusama Hub launch. The project scope includes smart contract development, user interface, anti-correlation attack mitigations, and open-source delivery. There are three milestones with specific tasks and deadlines. The project aims to create a private and secure way to deposit, withdraw, and transfer assets on the Kusama network.

KSM RFP #1 - Shielded Kusama Hub Transfers - $50k Total Prize!

The Fellowship Collective is a group that works on projects related to Polkadot. They have rules that members must follow. If someone breaks these rules, they might be removed from the group. A person named Invarch did not follow the rules, so Gabe, who is an important member, thinks Invarch should not be part of the group anymore. The rules are called "tenets" and they are:

1. Always support Polkadot and not do things that hurt it.
2. Understand and follow the ideas and beliefs of Polkadot.
3. Follow the group's rules, habits, and ways of voting.
4. Be nice to other members and the people in the community.

Reducing Inflation is a proposal to adjust Kusama's inflation parameters. The proposal suggests reducing the annual inflation rate from 10% to 5%, as the ecosystem has matured enough for long-term sustainability. The changed parameters include setting MaxInflation to 5% and changing UseAuctionSlots from true to false. The proposal also discusses reducing ideal bulk coretime sales to increase demand for KSM and adjust the core business model. The ideal bulk proportion is suggested to be changed from 100% to 40%. The proposer, a Kusama enthusiast, hopes the proposal will be well-received and contribute to the ecosystem's growth.

## Principles of Birdbrain

Birdbrain is driven by the following principles and aims. It is…

- **Sustainable**: Generating real income from its endeavours.

- **Regenerative**: It requests funding from the W3F or Kusama treasury not as a grant but as an _advance_ that is repaid to the treasury with yield generated by dUSD ([ref 471](https://kusama.subsquare.io/referenda/471)), incentivising the collective to drive native stablecoin adoption. 

- **Optimistic**: Using lean governance, proposals pass unless opposed, fostering shared responsibility.

- **Diverse**: Supporting talent and projects across the stack and through the innovation process.

- **Supportive**: Prioritising consistent collaboration over short term projects.

- **Scalable**: When needed Birdbrain will spin out subsidiary organisations that can also do the same in a waterfalling structure, whilst maintaining coherence between entities.  

- **Experimental**: Embracing risk by testing novel ideas, talent and mechanisms on-chain.

## Membership and onboarding

Birdbrain is developing an experimental _initiative based governance structure_, with membership contingent not on reputation or on votes from token holders, but on the submission of original ideas, visuals, concepts or artifacts as tribute to the network.

This _cultural collateral_ is minted as 1 of 1 NFTs and held in a network reserve by the organisation on behalf of Kusama and represents the emerging creative soul of the collective and its contributing members.

The first artifact will be the iconic canary, with the broad church of Kusama token holders taking the first seat in the Krievo collective and receiving 1 vote. 

The second artifact will be the create chaOS idea, which will be submitted by [Decent Partners](https://decent.partners).

If this artifact is accepted by KSM holders, Decent Partners will be added as the second member of the collective, giving the initiative its founding impetus.  

## Objectives

1. **Activate Funds:** Receive some of 10M DOT from the W3F commitment.
2. **Redefine Kusama:** Shift communications from a canary network to a peer network.

This message is about a proposal to give money to help Public RPC Providers for 7 months. RPC Providers help with a computer system called Kusama. The proposal will cost $107,237.98 in total. The money will be given to the best service providers who follow the rules. If the service is not good, the providers can lose money or not get any. This plan has helped to reduce other funding requests and make providers charge a fair price. More information can be found in a link provided.

Dear community,
I present this proposal on the authorization of the curators of bounty 25.
This proposal seeks to continue funding of Public RPC Providers for the period of six months plus an additional month's contingency. Funding is issued to bounty 25 which awards vendors for RPC services on the Kusama relay-chain as well as its system parachains. The total cost for such provision is USD$107,237.98, which represents $12,397.21 per month without contingency and administrative fees.
Bounty 25 adopts an tender based procurement model in which service providers bid on requirements as set-out by the curators. The tender requirements are aligned to ecosystem needs and can scale up/down depending on usage. Tenders are scored and the highest scoring providers receive funding. Attention is also being placed on quality of service and should service providers fail to meet said quality-standards they will be penalized or lose funding altogether.
This approach has seen a reduction with independent funding proposals for such services and steering of providers to a "market rate".
