System Chain Slot Renewal for Encointer

Encointer's current lease will end with LP33 on Nov 14th 2023. We hereby propose to extend Encointer's system chain lease by 48 weeks.

Recently, RFC22 has been approved by the Polkadot Fellowship, formalizing the system chain status of Encointer.

The Encointer runtime will move to the fellowship repo soon.

However the funding situation of the Encointer Association may turn out, the team will keep the Encointer Network up and running for at least another year and we'd also like to thank our infrastructure supporters at IBP, onFinality, Stakeworld.
