I think it can be good initiative / experiment , if it will be explained and supported by the Kusama community. Is there any public discussions on Polkadot forum, twitter, elements? I want to study more. 
Before the implementation it will be great to present this idea to community and get the support . Abstain for now. 

Having a non-algo stablecoin is a heavily bureaucratical business assuming tight work with government and financial institution and success on this field is an ultimately **must have prerequisite** to go live.
