I think this suggestion makes sense and protecting network from spam is important, but we definitely need to pay attention on possible side effects and influence of this change to prevent possible drawbacks, such as uncomfortable cost.

I think it's a start but if it were to reflect the current demand it should be much lower(at least an order of magnitude lower?). If I understand correctly 0.005KSM would be 438300 blocks(1 month) * 0.005 = 2191.5 KSM / month * 12 = 26298 KSM / year compared to the almost free blockspace we currently have(e.g. 1 year slot blocking 100KSM losing around 1KSM for the opportunity cost). Perhaps that's not how that works but if it is, it's not realistic to charge 1M+ USD a year to projects in Kusama. (Happy to change vote if this is not how it works :))
