This was a referendum to authorize the upgrade of Kusama Relay Chain and System Chains to the [Runtimes 1.7.0 release](https://github.com/polkadot-fellows/runtimes/releases/tag/v1.7.0). This ref is superseeded by [Ref #584](https://kusama.subsquare.io/referenda/584) which upgrades to 1.7.1 instead.

As a consequence I removed the preimage behind this referenda so it will fail either way.
