This referendum seeks to clean up the root track by cancelling ref # 48 and 59.
Ref #48 is a bad call that will fail. The bittensor team already deregistered paraid 2242 and as a result even if the proposal passes, it will fail.
Ref #59 was submitted accidentally on the wrong track by Polkadot Insider. This ref has been resubmitted as Ref #60 on the medium spender track.
