It is extremely interesting and sad at the same time to note that the same individuals or groups have been blocking progress toward a responsible economy every time for years. 

Who are these people? Why do they vote against it? Are they investors who are destroying the ecosystem for profit? Are they the foundations themselves, or why is the W3F not doing anything about it? 

Questions upon questions, and absolutely no answers! Can we already talk about a sworn cartel? I think so! Let's call it what it is, the Kusama Cartel.

What you can do until these malicious actors are defeated: Boycott ChaosDAO at every level! 

Don't give them your money or your tokens. Don't recommend them to others, but tell everyone that they are the ones preventing prosperity. If you know someone who is a member, out them. Let's find out together who is behind this cartel and how deep this rabbit hole goes.

Also this was not discussed with any economics researchers, to my knowledge. Happy to hear otherwise!

Kusama's problem is **not inflation**, it is **unproductive inflation**.

Treasury burn was made parameterisable in [WFC#437](https://kusama.subsquare.io/referenda/437) and implemented in Polkadot Fellows issue [#511](https://github.com/polkadot-fellows/runtimes/pull/511).  

It was switched off for a reason - we are iterating (slowly)( towards a new economic model for the network. It can be a frustrating process, but such is life when a distributed network of stakeholders are trying to find alignment. 

Please follow the work being done via Bloque ([ref629](https://kusama.subsquare.io/referenda/629 ))and the developments around Kreivo and dUSD on Asset Hub. 

Kusama now has real world neobanking infrastructure that is beginning to generate [meaningful fee revenue](https://_metabase.bloque.app/public/dashboard/89df3271-0adb-4e83-a919-bc7c1dcd4d31?tab=4-main-metrics) denominated in stablecoins.

Cloning an Ethereum fee burning strategy is not a viable strategy. 
Just as cloing Bitcoin's approach won't address fundamental issues.

 




While we acknowledge the effort behind this proposal, W3F can’t support it yet. The referendum introduces system-level tokenomics changes with broad, long-term effects, and we don’t think it’s responsible to move forward without wider stakeholder engagement, including feedback from economists, research teams, and other key ecosystem contributors.

We encourage the proposer to keep the discussion in the forums longer, incorporate more community input, and actively engage relevant research stakeholders (you can also loop in gov@web3.foundation
) before bringing an updated version on-chain. For these reasons, we will vote NAY at this time.

This proposal introduces activity-responsive tokenomics for Kusama through burns instead of a hard cap.

Key changes:
• Base inflation: 7.82% → 5%
• Fee burn: 50%
• Treasury inflow burn: 10%
• Treasury balance burn: 1% per period (100K KSM floor)
• Coretime burn: 25%

Result: Net inflation reduced from 7.82% to ~4.25% — a 46% reduction.

This proposal is complementary to @olanod's validator/core reduction plan. Together they address both supply side (burns) and cost side (validators).

- Kusama is changing how it handles tokens to respond to network activity.
- Instead of setting a fixed limit, it will burn (permanently remove) some tokens.
- The base creation of new tokens is being reduced from 7.82% to 5%.
- Half of all transaction fees will be burned.
- Small percentages of Treasury funds will also be burned regularly.
