This referendum removes pool limits on Kusama, completing the rollout process and allowing nomination pools to grow without bounds.

- `maxPools` from 256 -> None (currently at 141 pools)
- `maxMembers` from 65,536 -> None (currently at 915 members)
- `maxPoolMembersPerPool` from 1,024 -> None
