The deadline for knowing whether or not the Council approves this initiative is August 19, after which there will be no conditions for its execution in time.

Once this proposal is approved, we will start our initial expenses with liquidity provided by Francisco Carvalho (organizer of Blockchain Rio) and as soon as the resources are available we will have to carry out this reimbursement.

This proposal is the result of two months of intense discussions involving its developers and also a lot of feedback that came from members of Parity, WEB3 Foundation, the Council, the Ambassador Program, Parachains and DAPPs, journalists, local audiences, as well many specialist professionals in working within the ecosystem.

The first challenge after so much feedback is reconciling so many different views and expectations. It is simply not possible to please everyone. And between so many extremes we decided to follow a path that remains viable and that we believe will be the one that will give the best results.

Blockchain Rio (https://www.blockchainrio.com.br/) is a very rare opportunity in Brazil. To establish ties with corporate, institutional and government decision-makers. And also to make contact with students (college, university and even postgraduates), developers and creative professionals. All of it is in a country of continental size marked by a festive culture and which is open to understanding and applying our knowledge.

So far, there is no other event in Brazil or even LATAM that has managed to gather so many guests (more than 250) that represents multiple sectors interested in this market, promoting a cross dialogue between them. And our planning captures this concept very well, making DOTSAMA appropriate this narrative about the future of WEB3.

Eduardo Cardoso (ECARDO5O) - Creative and Project Director since 1998, elected member of the GLMR APES DAO's Council (the top 1 NFT collection on Moonbeam Network). He has been working as a Communication Consultant and Product Planner in the Traditional Financial Market for over 20 years, accumulating awards in Brazil and abroad. Regularly contributed to the development of the ecosystem as a Speaker, Editor (polkadot.com.br) and also as one of the Creative Directors at the Kappa Sigma Mu Society Brand Project. On Youtube, he collaborates on the Polkadot Brasil, Polkadot Spanish and PolkaCortes channels and has had 2 award-winning pieces in animation (for Astar and Parallel) in the Polkadot Year-End Contest (2021 edition).

Tiago Lucer - Systems architect, Educator, Project analyst and one of the founders of the DOTSAMA Community in Brazil. He will give the final approval on the financial outflows of this wallet and will act as an observer of the Community regarding the applicability of the funds to fulfill the objectives of this Proposal.

This Proposal was only possible because of the constant, fast and accurate support of the Organizers of Blockchain Rio, Hacking Rio, Rio Crypto Hub, Brasil NFT and Código Brazuca (Educational Program responsible for the first two permanent nodes for Kusama and Polkadot in Rio). All these collectives form the core of the main initiatives involving WEB3 in the city of Rio de Janeiro.
