Shawn Tabrizi developed a GitHub App built with Probot that can submit tips on behalf of a Substrate based network. This bot will automatically open tips for community members who submit PRs to the Substrate/Polkadot repo.
The app should be self-sustaining since it gets a portion of the tips, but needs initial funding to bootstrap: this tip aims to provide the funds in order to do so:
