Additional work on Twitter bots @PolkadotTxs and @KusamaTxs

Dear Council members,

This tip is being proposed to N4DR0 whose identity can be verified as the author of the subjected project here. The project received a tip in July which can be reviewed on DoTreasury and Polkassembly.

This tip is being proposed for the following additional features:

• Era report (Plot a graph over 84 Eras for visual representation of nominated stake whilst showing the difference bonded/unbonded in the last 24hrs)

• PhragmenElection council votes (Notify when a user has voted for a member of council. Off the back of this, a custom solution was built to do more detailed alerting by checking if Twitters character limitation was met and if so, to turn the alert into a .png file and attach it as a tweet.)

• Alert when a new tip has been proposed/closed successfully, giving exposure to new content/tools to those that might not check polkadot.js daily.

N4DR0 spends time outside outside of his regular working hours to maintain the site and address any bugs.
He spends further development time working on new features in keeping with the project's roadmap. This project was also affected by the release of Metadata v14 and N4DR0 spent considerable amounts of time to address any issues to keep the service online and accurate.

He covers all expenses on his own and has devised a strategy of using staking rewards from the receiving account to offset costs.

I am hopeful that the council would be generous to support this project and support his goal of sustainability.
