[Fellows] Referendum #16 - Four Auctions for LP26/27

Following the successful start of the current, ongoing auction, this referendum schedules two more auctions for LP26 and two for LP27 to make up for the missed auctions. In January, there will be a follow up proposal for the 2023 Kusama auction schedule.

• Submit the preimage for the Fellowship referendum
• Open a Fellowship referendum to whitelist the call
• Submit the preimage for the public referendum
• Open a public referendum to dispatch the call
