Hello Dotsama community & Happy New Year !
I'm Claudio and I run the Youtube channels of KryptosChain (in English) and Polkadot Romania (in Romanian).
I have been doing video content on Youtube since early 2018 and have been covering Dotsama content soon after its launch in late 2020.
You probably know that I've previously submitted 2 proposals (Ref 38 and Ref 46) for funding the continuation of these 2 channels and they're both failing right now and have gotten a lot of feedback from the community. I took all the feedback into consideration and I appreciate you all taking the time to go through it and have decided to try one last time, but rather than push this proposal through a Referendum on chain directly, I've decided to open up a discussion and share it here so you have time to review it.
To be fair I was close to giving up, but many of you have told me not to lose hope and that if I merge the 2 proposals together and incorporate that feedback you will give me another chance and so I thought I will do that because I really like this ecosystem and love its growth in the last year & would be a shame to step out because of a misunderstanding.
My motivation to push out content has been nothing but this ecosystem and at the same time, I hope you understand that just like all the other content creators who have reached out to the Kusama treasury, funding is needed in order to continue to deliver and even improve on that content, making it easier for regular users and also the community to understand what's going on in the ecosystem as well as how to navigate it and stick around just like you did.

Update !
Referendum 46 is currently winning and there are 8 days and 13 hours left from the time of writing this before a decision is made.
Should it pass, this proposal will no longer happen until a later time when funding for both channels will be requested and re-calculated
based on the KSM price at the time and the dates. However, that being said, should 46 pass, I will continue to also deliver Polkadot content to my English channel so as to maintain the community up to date, but the quality will not be the same as if funding would be allocated to it due to the inability to pay a video editor and having to do the work myself.
Should referendum 46 not pass, I will then go ahead and launch this proposal as a referendum on chain.
