A new project proposal is open for discussion: a reoccurring lottery system that can be used to drive participation on Kusama network: users who want to opt into this lottery can do so by calling the vote extrinsic wrapped in a buy_ticket extrinsic. While the specification of the system is still being developed, the discussion is open to questions and comments.

- In general the proposal is appealing to the community, as it tries to improve a key issue in Kusama Governance: participation, both in the community and indirectly, in the Council level. Linking the Lottery to steer behavior seems to be a good idea.
- A suggestion seems to be to allow more than one winner in order to increase incentivation, added to the idea that seed can always be configurable. On this manner, you can control participation incentives with the seed.
- Some members suggested Polkadot JS Apps could have a switch to wrap (or not by default), improving UX and usage.
- Although this might not be a suitable mechanism to incentivise Council participation by Council Members, it might be an indirect way to commit them to participate on behalf of their passive stakeholders.
- Shawn (proposer of the project) suggests an initial budget of 250 KSM for approximately 5 days of work (~2 weekends), and any additional budget can come from donations if people are satisfied with his work and timeliness.
