The Polkadot Fellowship is a rules-based ranked-membership organisation administered and empowered through blockchain logic hosted on Kusama. The Fellowship aims to embody the expertise over the protocol, its formalisation and design which is utilised by any realisation of the Polkadot meta-protocol (i.e.: a node implementation), as well as any specific realisation of the Polkadot runtime and any code or technology primarily utilised for the routine maintenance of the network and without which would seriously inhibit the network's potential to sustain itself.
This post opens the discussion for the next phase of the collective (after its seeding by TC motion no.166): the acceptance of candidacies by new potential members and their promotion to Dan I.
In short, the acceptance of a new member in the Fellowship is, for now, a 2-step process, including:
- The submission of a proposal by a member of a new candidacy (in conversation with a potential candidate)
- The submission of a proposal by a member of the promotion of the candidate (if step 1 is approved)
Note: In order for any account to register and become a Candidate for the Fellowship in a trustless manner for a basic deposit, one change will need to be done in the pallet to allow this origin. We are working on this change.

It seems like there's a dead zone currently in the design where no member could achieve a rank higher than 4 because only GAV, ROB and BKCHR would be able to vote for them with rank of 6. Is this something that was intended? It seems like to obtain a rank of 5 with this configuration a general ref must be used to either increase the proponents level or to increase the level of GAV, ROB and BKCHR so that they could vote for that increase in rank.
