It seems like there's a dead zone currently in the design where no member could achieve a rank higher than 4 because only GAV, ROB and BKCHR would be able to vote for them with rank of 6. Is this something that was intended? It seems like to obtain a rank of 5 with this configuration a general ref must be used to either increase the proponents level or to increase the level of GAV, ROB and BKCHR so that they could vote for that increase in rank.

might make more sense?

With respects to members of rank at least II or greater than the prospective to vote on promotions: this is the way the pallet is configured now. So changing this will require a runtime upgrade. As far as I can tell, the ranks can also be voted by the community in public referendum (particularly for these situations) and exclusively to increase the rank from VII and higher. Maybe that can also be an alternative to this limitation in Fellowship?
