Encointer runtime upgrade to v16

Encointer has a new bugfix release for its runtime

release 1.5.1, runtime spec version 16

 

• fix sufficients counting bug:

  PR pallets#345

• fix cycle gathering assignment bug: 

  PR pallets#346

• update to polkadot-v1.0.0 dependencies PR #194

• allow Encointer council to set faucet reserve amount PR #197

We would welcome swift upgrade because these bugs can lead to undesirable situations for members of Encointer communities, even if these bugs are not likely to occur in standard usage patterns.
