This is a request for proposals (RFP) to create a simple user interface (UI) for launching RFPs. The prize pool is $10,000, with a finder's fee of $1,000 and supervisors receiving $1,000. The project requires 945 KSM (Amount + 25%).

This project is about creating a smart contract and user interface for a private and secure platform on the Kusama Hub. The total prize money is $43,000, with an extra $2,000 for finding the right team to work on the project. The project will be supervised by Flipchan, Byte (Erin), and James Slusser.

The project timeline starts on March 17 and ends on July 31. The project includes smart contract development, user interface, anti-correlation attack mitigations, and open-source delivery. The smart contract will be based on Solidity, have private deposits and withdrawals, and be compatible with all Kusama Hub assets. **Short description**:

Bridges enable transferring data, assets, and more between multiple chains. Due to their pivotal role and high transaction volumes, they have simultaneously become a hotspot for malicious activities. When exploited, these breaches can lead to significant impact including financial losses.

This proposal aims to ensure the utmost security of the bridges and promote community involvement by implementing a Security Bug Bounty Program. While all developers involved work hard to ensure the software and protocols built are bug-free, secure by design, and third-party code audits have been already performed, it is recognised security best practices to complement this. That’s why Polkadot and Kusama need community and bug bounty hunters to help to identify security vulnerabilities that could cause impact from all the severity levels before it is widely used and adopted.

Problem Statement

Reliable public RPC services are crucial for the growth of the Polkadot and Kusama ecosystems. Existing applications, such as Polkadot.js.org and Nova Wallet, require optimal functioning for an enhanced user experience. The proposal addresses the challenge of balancing service provision with sustainable treasury spending. It acknowledges the evolving role of light clients and the continued need for RPCs and bootnodes.

### **Proposed Strategy**

The procurement strategy aims to optimize quality of service, sustainable cost, decentralization, and simplicity. Key definitions, such as curators, independent RPC monitoring, system chains, and qualified RPC providers, are outlined. Quality of Service Reports and Service Agreements form essential components, with predefined standards and penalties for non-compliance.

### **Tender Submission and Evaluation**

A transparent process is proposed for RPC providers to submit tenders, with defined standards of service. Two potential options for tenders are presented: one focusing on cost targets and the other on predefined service levels. The curators, responsible for evaluation, scoring, and public announcement of selected providers, will ensure transparency and community involvement.

**Operations Phase**

RPC providers awarded service agreements are obligated to provide services throughout the six-month operations phase. Independent RPC monitoring will assess performance, and metrics will be made public. Providers will be paid monthly in arrears based on the EMA7 day average price of DOT/KSM.

### **Budget and Costings**

The proposed budget for the program is $400,000, providing a 12-month runway for assessment. Funding will be split between Polkadot and Kusama treasuries, with curator payments of $350 per month from the Polkadot portion. The budget accounts for potential quarterly expense variations based on traffic and evolving requirements.

1.  **Context of the bounty.**  
    The Russian-speaking community is one of the most active and vibrant in the whole Web3. However, interest in the Russian-speaking Polkadot & Kusama ecosystem has seen a significant decline due to a lack of enthusiasts and content. We aim to change that by introducing a bounty specifically for the Russian-speaking community.

More than 250 million people around the world speak Russian, with Russian-speaking countries consistently ranking among the top nations by global cryptocurrency volume. Furthermore, a significant number of Russian-speaking developers are contributing to the development of the Polkadot & Kusama ecosystem.

Why we focused on Kusama Treasury? We see huge untapped potential in Kusama, being Polkadot's canary sister and truly community driven, Kusama has the potential for massive growth in terms of new projects, liquidity, and users—especially following the main bridge launch and full integration with Polkadot. One of the main priorities of this bounty is to enhance the visibility of Kusama.

With this Bounty, we want to breathe a second life into the Russian-speaking community, inspire and encourage individuals to contribute to the ecosystem, and ensure that community members receive quality and relevant content. Moreover, one of our top priorities is to attract community members that are currently outside of the Polkadot & Kusama ecosystem.

Our bounty is designed not only to incentivize active ecosystem enthusiasts and community members, but also to bring new members, educate about Polkadot tech, engage with crypto influencers, and establish partnerships.

Based on the experience of colleagues from other regions, as well as on the peculiarities of our region, we decided to divide the Bounty into 4 sections:

1.  Russian-speaking content. To address the lack of quality, reliable and relevant content, we want to incentivize content creators to start contributing to the ecosystem on an ongoing basis. By contributing to the ecosystem, we mean translation of key Polkadot & Kusama news and updates into Russian, and the production of audio-visual and textual content in Russian.
2.  Chat moderation and maintenance. In this section, we want to solve the problem of the abandoned Russian-speaking channel on the official Polkadot Discord server and support the current moderators in Polkadot & Kusama Telegram chats, which work on full enthusiasm.
3.  Event hosting. Hosting events is a very important part of community building, so we want to give passionate community members the opportunity to host local events without worrying about the troubles they would have to face when requesting funds from the treasury.
4.  Anti-Scam activity. Preventing scam, phishing attacks, and other destructive and harmful activity in the Russian-speaking community. Delivering information about these attempts to main Anti-Scam team in order to collaborate and prevent these activities from occurring. Curators will take the lead in this area of work, ensuring that we are always aware of any new threats and taking appropriate measures to protect our users.

Сurators selected for the Content Production and Event Hosting sections are responsible for reviewing the related submissions. The quality of the submission is evaluated on a point system, and the amount of rewards for contributors is directly related to the number of points received for the submitted work.

**Problem statement:**

**No incentive to produce content:** Despite all the advantages that OpenGov offers, it is almost entirely focused on contributing in English, making it almost impossible for a Russian-speaking content creator to get funding.

**An unpresentable view** of Polkadot & Kusama in a Russian-speaking environment: Due to the lack of content, translations of latest updates, and an abandoned Russian-speaking Discord channel, potential Polkadot & Kusama users may have a wrong impression of the ecosystem.

**Lack of offline activities:** Without funding, growth and development of offline events are impossible. This also affects participation in major Russian-speaking cryptocurrency conferences.

**Lack of interest from companies** in Russian-speaking countries towards Polkadot & Kusama: A low presence and an inactive community can influence decision-making regarding Polkadot & Kusama and negatively impact deal closings.

We expect all contributors participating in the Bounty to follow the rules below:

Moreover, one of our top priorities is to attract community members that are currently outside of the Polkadot &amp; Kusama ecosystem.
Our bounty is designed not only to incentivize active ecosystem enthusiasts and community members, but also to bring new members, educate about Polkadot tech, engage with crypto influencers, and establish partnerships.
Based on the experience of colleagues from other regions, as well as on the peculiarities of our region, we decided to divide the Bounty into 4 sections:

<li>Russian-speaking content. To address the lack of quality, reliable and relevant content, we want to incentivize content creators to start contributing to the ecosystem on an ongoing basis. By contributing to the ecosystem, we mean translation of key Polkadot &amp; Kusama news and updates into Russian, and the production of audio-visual and textual content in Russian.</li>
<li>Chat moderation and maintenance. In this section, we want to solve the problem of the abandoned Russian-speaking channel on the official Polkadot Discord server and support the current moderators in Polkadot &amp; Kusama Telegram chats, which work on full enthusiasm.</li>
<li>Event hosting. Hosting events is a very important part of community building, so we want to give passionate community members the opportunity to host local events without worrying about the troubles they would have to face when requesting funds from the treasury.</li>
<li>Anti-Scam activity. Preventing scam, phishing attacks, and other destructive and harmful activity in the Russian-speaking community. Delivering information about these attempts to main Anti-Scam team in order to collaborate and prevent these activities from occurring. Curators will take the lead in this area of work, ensuring that we are always aware of any new threats and taking appropriate measures to protect our users.</li>
</ol>
Сurators selected for the Content Production and Event Hosting sections are responsible for reviewing the related submissions. The quality of the submission is evaluated on a point system, and the amount of rewards for contributors is directly related to the number of points received for the submitted work.
Problem statement: 
No incentive to produce content: Despite all the advantages that OpenGov offers, it is almost entirely focused on contributing in English, making it almost impossible for a Russian-speaking content creator to get funding.
An unpresentable view of Polkadot &amp; Kusama in a Russian-speaking environment: Due to the lack of content, translations of latest updates, and an abandoned Russian-speaking Discord channel, potential Polkadot &amp; Kusama users may have a wrong impression of the ecosystem.
Lack of offline activities: Without funding, growth and development of offline events are impossible. This also affects participation in major Russian-speaking cryptocurrency conferences.
Lack of interest from companies in Russian-speaking countries towards Polkadot &amp; Kusama: A low presence and an inactive community can influence decision-making regarding Polkadot &amp; Kusama and negatively impact deal closings.
3. Submission information
We expect all contributors participating in the Bounty to follow the rules below:

<li>Be proactive. Stay updated with the Bounty's progress and actively engage in content creation.</li>
