We recognize that Encointer is a Common Good Parachain on Kusama and that its exploration of Proof of Personhood (PoP) aligns closely with Gavin’s vision—potentially influencing Polkadot’s future security model in the long run.

However, the proposal provides too little detail to see the full picture. Moreover, the current user base (in Nigeria and Tanzania) has not meaningfully entered the broader Polkadot ecosystem and is primarily using Encointer’s own local currencies. In the short term, there’s limited direct impact on DOT, Polkadot mainnet liquidity, or the developer ecosystem.

Thank you for your proposal. Our **first** vote on this proposal is **NAY**.

The **Big Spender** track requires **60% quorum** according to our [voting policy v0.2](https://docs.permanence.io/voting_policy/voting_policy_v0.2.html), and any referendum in which the **majority of members vote abstain receives an abstain vote**. This proposal has received **one aye and three nay** votes from **ten available members**, with **one member abstaining**. Below is a summary of our members' comments:

They argued that the project’s social and community impact was unclear and that the value claimed did not match the considerable funds already provided. Some remarked that the proposal seemed to ask too much while not adequately demonstrating tangible outcomes or providing compelling evidence such as local testimonials or multimedia presentations. Although one voter recognized the innovative approach and potential to empower local communities, they ultimately called for a better presentation of impact before any additional funding was approved.

Hi, I am casting this comment on behalf of the 🌶 Hungarian Polkadot DAO 🌶:

While we acknowledge Encointer’s legitimacy and consider this proposal well-written and transparent, the Hungarian Polkadot DAO is voting Nay. Our main concern lies in the lack of clear scalability of the project. One of our DAO members pointed out in the Matrix group that the Encointer app’s UI is inadequate, making it impossible to create new communities through the app itself. Instead, users must visit GitHub and manually configure their community using basic coding, which, while not overly complex, is a major barrier for non-technical users. Until this fundamental usability issue is resolved, making community creation accessible to all, we see little chance for meaningful adoption, and therefore cannot support continued Treasury funding.
