XCM to v2 proposal

As XCM v1 has been completely removed from Kusama Network, and the safe version should be XCM v2, this proposal aims to forceDefaultXcmVersion to 2.

A proposal has been made to change the default XCM version on the Kusama Network from version 1 to version 2. XCM v1 has been removed from the network, and it is now considered unsafe. The proposal includes a call data and screenshots to support the change. It is submitted on the Whitelisted Caller track, along with a Fellowship proposal to whitelist the hash for successful execution. There are also preimages and referendums for both the public and Whitelisted Caller tracks. People are encouraged to review and vote on the proposal.
