Runtime v9111 on Kusama Network

A proposal is up for vote to upgrade the Kusama Runtime to version 9110. The previous referendum 136 failed due to a large runtime wasm file size. If the Council passes the proposal, everyone can vote at their convenience.

A new proposal suggests opening an 11th auction on Kusama before the lease period ends. The idea is supported by the Council and community feedback. The auction is planned to open on October 6th, and the decision is up to the Council. The proposal is to open the auction at block number 9,535,569, calculated based on the end of the current auction and time for randomness to choose the winner. The Council will vote on this proposal, as it is a delicate timing issue and a normal referendum might not make it in time.

Motion To Schedule An 11th Parachain Auction in block 9,535,569

A proposal was made to schedule a new auction immediately after the end of the current auction on Kusama Direction. The parameters for the scheduled call were submitted in the preimage, with block 9534968 being 5 days after the beginning of the end period of the current auction. Other parameters were taken from prior auctions, including a starting period of 27000 blocks and a current lease period of 15. However, it was later edited to request a vote of NAY, as 5 days was deemed insufficient time to close the auction after the ending period begins.

Proposing a referedum to schedule the 6th auction for lease period 15

The motion is a proposal to open the 10th slot auction on the Kusama Network for the next 7 days. The details of the auction are as follows:

1. Duration: 27,000 blocks (45 hours, 3 hours less than usual to give time for the winner to be chosen).
2. Lease period index: 15 (the current lease period).
3. Threshold: 13 out of 19 council members (more than 2/3).
4. Ending period: An additional 5 days (hardcoded on-chain).
