Only 1 KSM will be used to cover execution fees, and unused funds will be returned to the treasury. Pichiu, also known as Kylin Canary, is a project that aims to launch on the Kusama network. They plan to reset the genesis state and WASM before May 19, 2022, but face some issues:

1. Incorrect root key for sudo.
2. Incorrect endowed accounts.
3. Lost ability to reset during runtime upgrade from 0.9.12 to 0.9.18.
4. Want to adjust total supply from 50M to 100M.

Pichiu is the winner of auctions #31-35, with ParaId 2102 and Slot 32. The team acknowledges their oversight and wants to improve their launch checklist and account generation process. They ask for support to speed up the parachain onboarding process and promise to do better in future development. This proposal replaces #67 and #68, so those can be ignored.

A new batchCall proposal has been posted for Pichiu (Kylin canary) genesis state reset on Kusama. Pichiu won the #31-35 auctions with ParaId 2102 and Slot 32. They want to launch on Kusama before May 16, 2022, but cannot due to losing the ability to do so during an upgrade and wanting to adjust the total supply amount from 50M to 100M. This proposal aims to create a connection between Shiden and Statemine using an HRMP channel. Shiden is a Kusama parachain that supports smart contracts on multiple chains. The proposal includes two main actions:

Open HRMP channel between Parallel Heiko and Statemine

This proposal aims to create educational resources about Kusama's democracy pipeline. The resources will include a Wiki page and a video tutorial to teach the community about the process. The steps of creating a proposal, submitting pre-image, and endorsing the proposal are already documented on the Wiki. The journey of this proposal, regardless of its outcome, will be used in the Wiki documentation and video tutorial to explain how governance works on Polkadot and Kusama. The video will also cover stats, thresholds, calculations, and hypothetical scenarios that could affect the proposal's result. Thank you to everyone who participated in this effort.

Parallel Heiko chain users lost 63KSM due to a missing "Dest parachain check" on Polkadot and an asynchronous bug in DAPP. The issue was documented in ISSUE 5332. Parallel Finance compensated the user and fixed the ParaId fetching bug in the DAPP. The problem occurred when reading ParaId asynchronously without using "await," causing a 0.0001% chance of submitting xcmPallet.reserveTransferAssets with an undefined ParaId. The issue was resolved and deployed to Heiko DAPP. Parallel Finance requested the user to sign a message confirming the receipt of 63 KSM transfer, and the signature was verified on Kusama.

Zug Capital has recently been elected to the Council, but some people are worried because they didn't talk to the public much and want to make decisions on their own. They should have told everyone about their plans and what they want to do. If people agree or disagree with this idea, it will show Zug that they need to talk to everyone more and work together.

- A change in the system caused the problem by adjusting block times incorrectly.
- The block time was changed from 3 seconds to 6 seconds, which didn't match the expected 12 seconds.
- This mistake made the chain stop working and would take 53 years to fix naturally.
- Two solutions were considered: resetting the system or restarting the chain completely.
- They chose to restart the chain to fix both the block time issue and the stopped chain.
- Restarting means losing some data, but it’s okay because the chain is still in early stages.
- This restart will help avoid future problems and make the chain run smoothly.

- If passed, the crowdloan will end on November 14th, and KSM will be refunded.

A proposal called [#129](https://kusama.polkassembly.io/referendum/129) was passed but had a problem. If too many messages were in one block, some would be lost, causing a loss of money. The Bifrost team found this issue and suggested not to use proposal [#129] because it would make the problem more likely to happen. Instead, they wanted to change a number called `ump_service_total_weight` back to a bigger number to avoid the problem. But then, proposal [#129] was stopped by the council, so the new proposal [#133] is not needed anymore. Thanks to the Acala team for helping with the test, and a problem was found that needs to be fixed.
